PSC REVIEWS, AMENDS EMERGENCY STORAGE POLICY

The Nebraska Public Service Commission (PSC) held a hearing on August 17 to review the established policy and application process for the emergency storage of grain. Pursuant to the Grain Warehouse Act, licensed warehouses are permitted to store grain in only their licensed space.  However, in August each year, the Commission establishes an Emergency Storage and Policy to allow for temporary storage of certain grain on the ground during harvest effective from September through February.  Comments were generally in support of the proposed policy with the exception of deleting the requirement that all available storage facilities be licensed prior to the use of emergency storage.

John Fecht, director of the Grain Warehouse Department, recommended that the Commission adopt the policy with the exception of the requirement that all available storage facilities be licensed.  Therefore, the emergency storage policy will no longer require applicants to license all available facilities prior to applying for emergency or ground storage.
